这个版本优化了很多东西，第一次启动还是会 replay 。

部分优化清单如下：

支持 Ubuntu 18.04 和 OpenSSL 1.1.0 了；
可以看到备选理事会票数了；
replay 时间降为原来的 1/3 ；
账户相关的API都支持传入账户名了（原来只能传ID）；
命令行钱包加了 quit 命令；
Elasticsearch 插件大量优化。
