It was clearly a penalty and I think red card was deserved for Reece James because it seemed to me like an intentional foul. Though chelsea fc fought their heart out to earn a draw in the game which ended stalemate for both sides.

The ball hit his lap first. Please watch the video clip again before the ball hit his hand which show that it is not intentional.
