I also read a post about users being able to invest by delegating their Steem to projects in exchange for tokens.

This has been around a while in various guises. Steemhunt, and I think actifit also reward tokens (or at least STEEM) for delegating stake. But yes, I don't think this hasn't really kicked off yet and hopefully SMT will help.
