The amount of tokens you get is not about how many votes you get unfortunately, they kind of advertise it like that, but if people aren't powered up their votes aren't really worth much of anything. You get more tokens by getting votes from accounts which are powered up, if someone's account is more powered up then can give more tokens with their upvotes. Hope that helps!
