The last enables massive fraud by determining how many ballots are needed to change outcome of an election. Ask yourself, why were election poll watchers and challengers kicked out of counting rooms preventing examination of mail-in ballots ?

First you will want to research the CIA program Hammer and Scorecard.
Scorecard is a SIGINT sub program of Hammer developed by the CIA under the Obama administration with the explicit goal to target and change outcomes of foreign elections. Scorecard intercepts and modifies packets, between two election systems tabulation hosts, injecting new data to change vote totals.
According to retired Air Force Lt. Gen McInernery, former CIA Director John Brennan and DNI James Clapper had moved the program outside of the CIA into private hands and retasked it to change outcomes of American elections.
Vote switching present in this year's election and Democrat primary can be attributed to SCORECARD as well as potential interference by political interests which own election systems used within the United states.

These machines permit weighting and fractional voting (DECIMAL), which does not record votes as integers.
