This is a Nepali dish but no one calls this doughnuts this is called sailroti it's a sweet fried bread or doughnut made of rice flour
so for this first you have to rinse the rice in water for overnight then make a fine better then add some calorified butter sugar ( I made it sugar-free by using stevia ) then fry it in soybean oil or calorified butter that's it
