New Species of Whale

Whale co-operation has been well documented in nature. A beautiful example being the bubble net with synchronised feeding lunges, a highly effective technique utilised by humpback whales, (Megaptera novaeangliae.) The question is, can our whales work together to maximise the effectiveness of their combined power to distribute Steem? I appreciate they are all working, in their own way, to build, secure, promote and sustain Steemit and the Steemchain. However, with co-operation, might it be possible for them to achieve more?

This is not the first time patronage has been suggested, but it seems such a good idea. Couldn't the Steemit whales co-ordinate to use their Voting Power to improve Steem distribution by agreeing to commit a percentage of their voting power to a category of subjects (like the arts) for a specific period of time, after which they each take a new category. Rinse and repeat!

The whales would retain a percentage of Voting Power for use on any subject, so really great posts could still be rewarded by multiple whales....but perhaps there would be less posts with super rewards and more widely distributed big rewards in areas that might otherwise have failed to be noticed. The other benefit would be that the swarm voting will be more widely distributed.
