Russia claims that they are working on a Nuclear Space Bomber that will be able to attack anywhere in the world within a matter of two hours. “Upon command it will ascend into outer space, strike a target with nuclear warheads and then return to its home base.”

Is this just propaganda or is this a serious claim?
If this is actually in development and rumoured to be up and running by 2020 then that is quite disappointing as it violates international law; I thought Russia might actually be heading in the right direction with some of the things i've heard lately but they still are quite backward. The agency this information was released through is known for blatant propaganda so that is suspect.
Although I have noticed a lot of propaganda against Russia of late and this could be in retaliation to that. It seems as if tensions between the U.S and Russia are at a pretty high level especially with the DNC hack and the election in the U.S.
