There's been a lot of talk over the years about Project Blue Beam and the fake alien invasion that may materialize.
NASA scientist and former Nazi Werner Von Braun is said to have described the stages of fear propaganda as:
The Russian >>> Terrorists >>> Alien Invasion
We always need an enemy to focus public attention on, even if the enemy is fabricated (ISIS, Russia Hack, etc.). It would certainly seem as though they're priming the world for a staged alien invasion.
If successful, this has the potential to artificially galvanize public support behind the government and support for more war, weapons, marshall law, etc. I hate to say it, but it will probably work.
