Would you release an ACE-2 specific bioweapon vector if you were chinese? the answer is no.
Could it be a chinese retaliation following the bioweapon release against chinese pigs? I couldn't exclude that americans seeking to be tough on china would have done the pig release, and that a counter strike was necessary to up the game and bring back the idiocracy to relalization, that they can bully, enslave, rape amerian children and people, but this is china here.

what the ideal incubation time for a bioweapon (not the vector)? I would say 2-3 weeks for an non offensive weapon (if it's offensive, you want ultra fast spread and kill, like in minutes :D), and then biomass meltdown :) for harder recovery and understanding :).
