I think the technology has many possible uses, it has even been used to advertise a horror movie by speaking to people across the street as they walked passed a cinema in the USA.
The technology itself cannot automatically control you (in the form of the technology that is simply communication based), but it has apparently been used in extensive experiments to try to figure out how to remote control people. I think that is the origin and purpose of the harassment. If you have the technology and resources to research it for military purposes, then you would probably end up constantly harassing targeted people to break down their will and to eventually submit to your suggestions remotely.
