United Nations To Vote On Marijuana Rescheduling And CBD Issues This Week, With U.S. Backing Some Reforms

key United Nations (UN) commission will vote on a series of World Health Organization (WHO) recommendations concerning international marijuana reform this week. And the U.S. is in favor of the boldest policy change.

UN’s Commission on Narcotic Drugs (CND) has held numerous meetings on the proposals—including removing cannabis from the most restrictive global drug scheduling category under a global treaty—since WHO made its six recommendations last year. Now, after several delays, CND is finally scheduled to meet to decide on the measures on Wednesday.

Lawmakers Slam Marijuana Legalization Vote Planned In Congress This Week

Specifically, most critics of the vote are saying that the House shouldn’t take action on the Marijuana Opportunity, Reinvestment and Expungement (MORE) Act until additional coronavirus relief is passed.

The seemingly coordinated messaging from GOP members is familiar, as minority party members issued the same criticism when House leadership announced their intention to vote on the MORE Act in December.

Not only is it wrong for Democrats to bring this to the floor instead of focusing on the health and economic crisis facing the nation, but it’s bad policy since it would, according to Republicans on the House Judiciary Committee, ‘open the floodgates to marijuana cultivation, distribution, and sale in America—allowing bad actors and transnational criminal organizations to further exploit the nation’s addiction crisis.'”

United Nations Removes Marijuana From Most Strict Global Drug Category, With U.S. Support

With the backing of the U.S. government, the UN’s Commission on Narcotic Drugs (CND) adopted the proposal to delete cannabis from Schedule IV of the 1961 Single Convention.

This doesn’t mean that member nations are cleared to legalize marijuana, however, as it remains under the separate Schedule I of the international drug control system. But advocates say it demonstrates an evolution in how the international community views cannabis policy, as it formally recognizes the medical value of the plant and it could promote further research into its therapeutic potential.

APPROVED: Remove marijuana from Schedule IV of the 1961 Single Convention.

REJECTED: Add THC and dronabinol (synthetic or plant-derived THC medication) to Schedule I of the 1961 Convention and, if approved, delete them from Schedule II of the 1971 Convention.

REJECTED: If the second recommendation is adopted, add tetrahydrocannabinol to Schedule I of the 1961 Convention and, if approved, delete it from Schedule I of the 1971 Convention.

REJECTED: Delete “extracts and tinctures of cannabis” from Schedule I of the 1961 Convention.
REJECTED: Add footnote to clarify that CBD products containing no more than 0.2 percent THC are not qa my lpsubject to international control..

“The vote of the United States to remove cannabis and cannabis resin from Schedule IV of the Single Convention while retaining them in Schedule I is consistent with the science demonstrating that while a safe and effective cannabis-derived therapeutic has been developed, cannabis itself continues to pose significant risks to public health and should continue to be controlled under the international drug control conventions,” the U.S. delegation said in a statement.

Much of the data that was presented during the conference showed that there are open questions about CBD that will take time to sort out, said Jonathan Havens, head of the cannabis practice group at the Saul Ewing Arnstein & Lehr law firm in Baltimore and Washington DC.

When it comes to pregnant and nursing women, a lot more is known about the effects of using THC during pregnancy, including craniofacial malformations in mice similar to those caused by fetal alcohol syndrome.

According to Scott Parnell, assistant professor of cell biology and physiology at the University of North Carolina, Chapel Hill, THC and CBD, and particularly synthetic cannabinoids, disturb embryo and fetal development.

Preliminary research results show that CBD is more effective in lowering #anxiety than THC and shows more pronounced reduction in female subjects than in male subjects, according to Cinnamon Bidwell, director of the Center for Research and Education Addressing Cannabis and Health at the University of Colorado, Boulder.

7 said more #epidemiological studies in humans are needed to learn the effects of cannabinoids during other developmental stages, long-term use effects during pregnancy and behavior effects.

Overall, there was no specific data presented on the use of #hemp-derived CBD during pregnancy and lactation.
