President Carter Talks About His Son Smoking Marijuana At The White House With Willie Nelson

2011, Carter wrote an op-ed for The New York Times that criticized the drug war and stated that U.S. drug policies “are more punitive and counterproductive than in other democracies, and have brought about an explosion in prison populations.”
He also said the following year that he was “in favor” of state efforts to legalize and regulate cannabis. He told a CNN interviewer at the time that “we can watch and see what happens in the state of Washington for instance, around Seattle, and let the American government and let the American people see does it cause a serious problem or not.”


WASHINGTON, Aug. 2—President Carter asked Congress today to abolish all Federal criminal penalties for the possession of small amounts of marijuana.

The President's recommendation came as no surprise, since he had pledged in his campaign last year to ask for such legislation. Characteristically, he blended his request, which is certain to touch off controversy, with a series of proposals designed, he said, “to discourage all drug abuse in America,” including the excessive use of alcohol and tobacco.

He called for a concentrated Government crackdown on the international narcotics traffic, a study on the use of barbiturates and other widely consumed sedatives, and improved programs for drug research and drug treatment.

Amy McGrath, a retired Marine who won the Democratic primary for the Kentucky Senate race in June, is attempting to raise doubts about McConnell’s reputation as an ally of the hemp market. The campaign ad states that the senator “pretends to be a friend of hemp farmers.”

A spokesperson for his campaign pointed Marijuana Moment to a Kentucky Farm Bureau forum he participated in on Monday, where he discussed the ongoing challenges the industry is facing. McGrath was invited to debate the senator at the campaign event but declined, the spokesperson said.

The majority leader has criticized Democratic efforts around even more modest reform proposals such as allowing banks to service state-legal marijuana businesses without being penalized by federal financial regulators. He specifically took issue with that measure being included in a coronavirus relief bill approved by the House.

But when it comes to Kentucky in particular, hemp is a big deal. And the bipartisan push to attract farmers who would grow the crop and their would-be customers shows how far the issue has come in the Bluegrass State.


Mexican Senator Decorates Desk With Marijuana Plant As Legalization Bill Is Poised To Advance

A Mexican senator added a unique decoration to her desk on Monday: a marijuana plant.

To express her support for legislation to legalize cannabis just ahead of the start of a new session on Tuesday, Sen. Jesusa Rodríguez of the ruling Morena party, displayed the plant on her desk before the chamber voted to elect members of a regulatory board.

Sen. Ricardo Monreal, the Morena coordinator in the body, agreed.

“What I do want to tell you is that she says that the legislation on cannabis is a priority and I say to her that yes, it is one of the group’s priorities,” he said.

Rodríguez’s stunt wasn’t the first time marijuana entered the Congress in Mexico

Rodríguez has made clear in other unconventional ways that she’s in favor of cannabis reform. For example, the senator promoted a marijuana-themed comic book last year. And she made a tongue-in-cheek comment comparing the evolution of society’s understanding of cannabis to how people learned about the functions of the clitoris.

The bill proposes a 12 percent tax on cannabis sales, with some revenue going toward a substance misuse treatment fund.

Public consumption would be permissible, except in spaces designated as 100 percent smoke-free. Hemp and CBD would be exempt from regulations that apply to THC products

owever.

Personal possession would be capped at 28 grams, but possession of up to 200 grams would be decriminalized.
