Let c = the number of community members

Equation 1: (p + 1) * 10 = c * 1
Equation 2: (p - 1) * 13 = c * 1

Simplifying Equations 1 and 2, we get

Equation 3: 10p + 10 = c
Equation 4: 13p - 13 = c
