Aquí estamos nuevamente, para disertar en familia. En esta oportunidad, asumo el reto que publica @topfivefamily y con ello comparto el enlace que establece las pautas establecidas: Mi entrada al Concurso @TopFiveFamily: Observa, Piensa, Escribe.

Para este encuentro, los recuerdos y las vivencias sentidas, evocan y hacen presencia, manifestando sensaciones amargas que entristecen mis sentimientos. Sí, revive en mi memoria la "catástrofe de Vargas", una tragedia considerada por expertos como el peor desastre natural de la historia de Venezuela; un acontecimiento excepcional que, en mí, generó una mella, condicionando permutas en mí caminar por esta existencia. Ese será, el hilo conductor de mi participación en esta convocatoria.

Estamos hablando de diciembre de 1999, en mi vida todo estaba dentro de lo esperado, me preparaba para compartir las fiestas navideñas con mi familia; con ansias y expectativas diversas ante la llegada del nuevo milenio. Jamás imaginé que los días venideros condicionarían acontecimientos que cambiarían con demasía mi existir.

Llegaba el 15 de diciembre; en el estado Vargas (estado de la Guaira), las intensas y torrenciales lluvias, socavaban y carcomían las montañas, se desprendían monstruosas y descomunales piedras, que arrasaban y destruían todo a su paso; los consecuentes derrumbes eran inevitables. Llegaba la tragedia, todo desaparecía bajo el lodo y los escombros; vidas humanas, flora, fauna, viviendas, pertenencias, todo se destruía. Reinaba el caos, la desorganización, la improvisación y la ausencia de conocimientos necesarios para accionar, ante esta catástrofe natural, que hacía presencia.

Los sobrevivientes fueron rescatados y ubicados en albergues (improvisados y temporales) en diferentes regiones del País. Así fue como estos coterráneos llegaron a varias ciudades del estado Guárico. Momentos llenos de tristeza y dolor, por las pérdidas humanas, con las consecuentes familias desmembradas, niños desaparecidos con fuertes sospechas de ser rescatados con vida, todo era confusión.

Formé parte del equipo de atención en el principal albergue del estado Guárico, desde diciembre del 1999 hasta octubre del 2000, hicimos todo lo posible para atenderlos de la mejor manera, proporcionando alimentación, atención psicológica, recreativa y médico-sanitaria; en estos momentos tan críticos. Fueron meses de intensa actividad, de unir padres con sus hijos perdidos, de buscar a otros familiares para reconstituirlos. Viví momentos de profunda desorganización, de tensión, de riesgo como personal que prestaba sus servicios. Actuábamos sobre la marcha y a pesar de las mejoras en las condiciones de los refugios temporales, surgieron nuevos problemas: de orden público, de identidad, de comportamientos violentos, de promiscuidad y un aumento considerable de “nuevas” víctimas (personas que se aprovechaban de la situación de otros para ser atendidas).

Con pesar me di cuenta de que no estábamos preparados para una eventualidad de tal magnitud, la planificación falló y fracasó por la ausencia de políticas y personal preparado para la gestión del riesgo y la vulnerabilidad. En ese momento, formé parte del comité regional transdisciplinario, con la responsabilidad de generar propuestas de capacitación y acción. Fueron largas horas de trabajo incansable, de valiosos aportes, apoyados en la experiencia de muchos. Nunca conocí el producto nacional. Quizás esté muy bien empaquetado, guardado en un archivo o en los cajones de un escritorio, quién sabe. Hoy puedo afirmar que tampoco estamos preparados, no hemos desarrollado y sensibilizado, la cultura de la prevención y la planificación, ante los desastres naturales.

Lo vivido y sentido con esta tragedia, me ratificó lo afortunada que soy, me generó el ímpetu y el propósito a no desperdiciar ningún momento para ser feliz, la vida es demasiado corta, para dar oportunidad a los planes a largo plazo.

Para muchos sobrevivientes, las heridas no cerrarán jamás, están ahí, en el fondo de sus corazones y sus mentes; pasaron del todo a la nada.

For this meeting, memories and heartfelt experiences evoke and make their presence felt, manifesting bitter sensations that sadden my feelings. Yes, the "Vargas catastrophe" revives in my memory, a tragedy considered by experts as the worst natural disaster in the history of Venezuela; an exceptional event that, in me, generated a dent, conditioning changes in my walk through this existence. That will be the guiding thread of my participation in this call.

We are talking about December 1999, in my life everything was as expected, I was getting ready to share the Christmas holidays with my family; with several anxieties and expectations before the arrival of the new millennium. I never imagined that the coming days would condition events that would change my life too much.

December 15 arrived; in the state of Vargas (La Guaira state), the intense and torrential rains were undermining and eating away the mountains, huge and monstrous rocks were falling and destroying everything in their path; the consequent landslides were inevitable. Tragedy struck, everything disappeared under the mud and debris; human lives, flora, fauna, houses, belongings, everything was destroyed. Chaos, disorganization, improvisation and the absence of the necessary knowledge to act in the face of this natural catastrophe reigned.

The survivors were rescued and placed in shelters (improvised and temporary) in different regions of the country. This is how these compatriots reached several cities in the state of Guárico. Moments full of sadness and pain, because of the human losses, with the consequent dismembered families, missing children with strong suspicions of being rescued alive, everything was confusion.

I was part of the care team at the main shelter in the state of Guárico, from December 1999 to October 2000, we did everything possible to assist them in the best way, providing food, psychological, recreational and medical-health care, in these critical moments. They were months of intense activity, of uniting parents with their lost children, of searching for other relatives to reconstitute them. I lived moments of deep disorganization, of tension, of risk as personnel providing their services. We acted on the fly and, despite the improvements in the conditions of the temporary shelters, new problems of public order, identity, violent behavior, promiscuity and a considerable increase of "new" victims (people who took advantage of the situation of others to be taken care of) arose.

With regret I realized that we were not prepared for an eventuality of such magnitude, the planning failed and failed due to the absence of policies and personnel prepared for risk and vulnerability management. At that time, I was part of the regional transdisciplinary committee, with the responsibility of generating training and action proposals. They were long hours of tireless work, of valuable contributions, supported by the experience of many. I never knew the national product. Perhaps it is very well packaged, kept in a file or in the drawers of a desk, who knows. Today I can affirm that we are not prepared either, we have not developed and sensitized, the culture of prevention and planning, in the face of natural disasters.

What I lived and felt with this tragedy, ratified me how lucky I am, it generated in me the impetus and the purpose of not wasting any moment to be happy, life is too short, to give a chance to long term plans.

For many survivors, the wounds will never close, they are there in the depths of the heart and mind, they went from everything to nothing.
