My point of view:
We can be God's children if we can undergo some process. To be God's children, we have to pass through some criteria designed by God and laid upon in the bible.

Matthew 5:44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you.

Matthew 5:45 That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust.

The criteria involves:-

  1. Love your enemies
  2. Bless them that curse you
  3. Do good to them that hate you
  4. Pray for then which despitefully use you and persecute you.

Until those criteria were been done by someone over and over again without any difficulty and second thought, then he is qualified of being God's children.

We can't be sure that we all are God's children because we don't see each other's heart and mind. We don't know if truly our brethen in the Lord, who claimed to be a Believer are God's children also.
Being selfless, love and perseverance are also part of God attributes. And to be God's children we must inculcate the attributes of God.
