When a prophet speaketh in the name of the Lord, if the thing follow not, nor come to pass, that is the thing which the Lord hath not spoken, but the prophet hath spoken it presumptuously: thou shalt not be afraid of him.
If what a prophet proclaims in the name of the Lord does not come to pass, that statement / prophecy is not from God. That prophet has spoken presumptuously / boastfully, so do not be astonished.
Bro. Eli shared his experience with the momos preacher he met in 1969 who claimed that their leader was a prophet of God in which Bro. Eli proved for him what didn't come to pass that was spoken of by Joseph Smith. He claimed the New Jerusalem would be built on the western boundaries of the state of Missouri and dedicated by the hand of Joseph Smith Junior and others with whom the Lord was well please, that was a lie. He claimed God pointed that place out.
When Jesus spoke of the New Jerusalem, He wasn't talking about the earthly buildings or in any city as being claimed by Joseph Smith.
