Hello @obrisgold1. How are you? There's no cause for alarm. What you've witnessed is simply a water tank tower constructed out of reinforced concrete. The long bamboo poles attached to it are there for scaffolding (platform for workers) purposes. As most of us are used to seeing towers in steel, iron, or other metals, this reinforced concrete structure is quite common in other parts of the world. Perhaps the house owners in that neighborhood wanted a much stronger method of carrying their heavy tanks of water to ensure longevity.
