Found this nifty webapp where you are able to create trading instructions which will execute to your trading account following those rules.
The interface is really simple to use and you can create a simple trade strategy based on RSI and MA9 if you wanted to.
Here was one which I created based no RSI indicators
There is a demo exchange which you can try with for free, else you can connect to your Binance acct and execute it for real ( once you've tested your strategy out )
