To whom it may concern...

A few days ago my write up was all about airing your opinion, and never be silent. This prompt is a bit similar from the aggregate level, but I will try to break it down to the level where you can spot the difference and derive the necessary wisdom you need from the writeup.
The phrase, 'to whom it may concern...' is an open invitation to anyone who might be affected by what is being said. There is no specific name attached to it, hence it can be addressed to an organization and yet not addressed to anybody in particular.
It gives a person a morale of expression, especially when in freight of the addressee. Definitely, in the mind of the writer, it has a location in mind and even a person but in the broader sense, it does not. As much as it concerns, we know!
