The aristocrat has been since historical times till now, they include the ruling class and the upper class in the society. They control the affairs of the state, power is shared amongst themselves and so is the resources of the state. This people hold the affairs of a state in their hands, and their numbers are lesser compared to the population of the state. They hold resources enough to feed the state. This class of people have survived through time, under different names until now. In a developed economy, there shouldn't be a wide gap in the way a state is governed.
