Just like having a to-do list, people actually have a hit list where you write down the names of people that are unpleasant to you and you want to do something about it. The popular solution that comes to mind is to kill them but some send threats, they try persuasion and the likes. But the major reason for an hit list is to find a solution to the problem at hand.
Some people have a list of people that offend them, that's different from an hit list. With the hit list, action is approved and about to be taken.
