The Joint Examinations Council prides itself as the best examination board within the subcontinent with dedicated staff and state of the art techniques to decipher examination malpractices of many shades. These have made many governments within the subregion to engage it for the conduct of various shades of exams. These exams range from students' entrance exams to various levels in schools to qualifying or promotional exams for staff of the civil service.

Recently, the Joint Examinations Council was engaged to conduct promotional exams for the senior cadre of the Zanzibar civil service. The government was keen to wean unqualified persons to occupy that cadre in her civil service. Thus, they were equally paid handsomely for the job.

On the day scheduled for the exams, the staff of the Joint Examinations Council brought the question papers and other writing materials and arranged the prospective candidates for the exam in order and gave them the scripts for the exam. The exam was meant to last for two hours.

However, in a space of thirty minutes some of the candidates (mostly the influential staff) started submitting their scripts with all the questions fully attempted by them. Some of their colleagues became curious as how they managed to answer those seemingly tough questions within that space of time. During the marking of the scripts it was discovered that most of the candidates answered similar questions and with similar and or identical answers.

An inquiry was conducted and it was discovered that one of the staff of the Joint Examinations Council had compromised the question paper by leaking same to some of the candidates. This grave discovery caused serious ripples within the examination board. The indicted staff was promptly suspended and thereafter compulsorily retired while further investigation was carried out to fish out the candidates who benefited from the exam questions leakage.
