You're addressed the way you look

Dressing is a very core value in life as a whole, not just when looking for a job.
This is because not everyone will ever get to talk with you but your dressing will definitely get to speak to anyone that lays his or her eyes on you.
Dressing could be said to be the forerunner of anyone... It gives people a little information about you even before you speak.

Regardless of that, dressing could sometimes be biased as someone might be very skilled in a job yet can't dress up smartly.

Do You Think That Is Just?

Asking if taking dressings into consideration is just or not will definitely get me to answer yes.
This isn't because I don't know that some persons who are highly skilled doesn't dress well per say but just that dressing isn't really a big deal so there's no big deal in getting properly dressed.

Dressing smartly doesn't cost anyone much... You don't necessarily have to get to the best boutique shops neither do you need to pick the costliest dress before you could be said to have dressed smartly, you just need to do these few things:

Washing: Everyone has got a cloth or two they wear.
Dressing smartly entails washing those clothes before you wear them for interviews.. even if you've got just a trouser.

Ironing: Wearing the best of clothes rumpled passes a message that you're not concerned about what you put on.
Ironing clothes always make the clothes we put on look anew and presentable anywhere anytime.

Dress To Occasion: Just the way every field has got their register, which is the language and words they communicate with, so also has every occasion you're going to has got a much acceptable cloth.
From your wardrobe, you can't pick a football jersey, get to the interview room and expect the interviewer not to give you some point deduction and that's not because you're not dressed smartly but rather because you're dressed properly for the wrong occasion.

Now, if you look at these factors critically, you'll believe with me that it really takes nothing from anyone to keep to those and when you could do this, you'll definitely be smartly dressed to get an average point from dressing and get the rest from your skill.

Would It Be Better If Only The Skill Was Considered And Not The Way The Applicants Looked?

Personally, I feel everything should be considered but with the skill contributing 60% of all the requirements.

Take for instance, when you employ a secretary who's very good at her works but can't dress properly and then you have a meeting with your investors, let's say you have a big company, do you think you'll be happy despite having the fastest secretary?

There are many things that should be refashioned, changed and probably eradicated but honestly, removing the quota dressing contributes in job selection is not a part of it..
