In fact I do not have a defintive answer to how this 4 stage plan was made. Best I can surmise is it was cobbled together from a handful of unknown modelling scenarios and labelled Doherty based to make it sound less like the unachievable rubbish it really is.
If this had anything to do with health and this virus had a DEATH rate to make any lockdowns worthy of discussion, it would allow NO arrivals, as an island nation this can be done.
Since its openly admitted that vaccines DO not stop transmission, and DO not prevent the vaccinated from getting it, and may well be the cause of new outbreaks as some data shows, we can stop calling this gene therapy "vaccine" since it does not do the job that vaccines do.

C. Consolidation phase (when 80 per cent are jabbed, time not announced)
