This is a card that we don't see everyday. I think the "elemental" cards are really interesting but kind of out of date. Since the released of Chaos Legion, there's a lot of better choices than them so it's not often used nowadays. However, seeing Water Elemental's potential, he's still good on certain matches and probably, certain Rules of Combat such as Noxious Fumes.
Lore Summary
The Water Elementals are not monsters originally from the Splinterlands. They're summoned entities by AZMARE mages. Once it completes its duty, they're released from the bind in which most of them goes to the deeper part of the Dark Water along with other Water Elementals.

The lowest price you can get Water Elemental nowadays is a little less than $2. He's quite cheap now because of his irrelevance and non compatibility with the new summoners. Water elemental and Aquatus may be a good combination but that's for higher league but there's better combination out there for Aquatus like Coreaul Lurker and Aquatus which technically does the same idea as Water Elemental + Aquatus but Coreaul Lurker has Phase and Taunt that takes care of everything.
Right now, his irrelevancy is what's making his purchase cost so low.

Water Elemental is quite outdated now and this is the reason for the low rental and cost price. He's actually on the weird side for water element because the only summoner that probably has compatibility with him is Kelya's Speed but he already has a decent speed so it's not really useful.
Unless there would be a new summoner that either gives water element Close Range ability or increased range damage, we wouldn't see Water Elemental that often.
Stats

Water Elemental's damage is on the decent side and his health is on the low side. While I don't see any excellent stats on him, the heal is good enough when you use him on certain position as a rear guard.
Abilities
At level 1, Heal is unlocked. Heal restores any damage to a monster by 1/3 of his max health every round, rounded up, and minimum of 2 health per round. At first, I thought Heal on a non-tank is weird. And while I was correct that it is indeed weird, this unlocks the possibility of having Water Elemental placed at the very back to sustain an Sneak attacks. That means, Water Elemental is a very good rear guard because of this ability.
At level 5, Dodge is unlocked. Dodge increases the miss rate of any monster attacking this card by 15%. It's the same as Flying ability but without the condition that it must fight a non-flying monster. Dodge ability works on every monster, except, as always, magic damage type as they do not miss except if monsters have certain abilities.

I don't really use Water Elemental except on the days I rented this card for this review. I would say that he is okay at best. The high speed is good for attacking first but at the same time, there's no target modifier and he's only able to attack the monster in the first position. My strategy is normally attack the back line first, then front. So, he doesn't really fit in my strategy.

Summoner: Kelya Frendul: Gives +1 armor and +1 speed to all of your monsters. Speed is important as not only it increases the evasion chance of your monsters but also the higher the speed, the earlier they act.
Serpent of Eld: Has high speed and Dodge ability. Dodge ability increases the evasion chance of the monster by 15%.
Deeplurker: Has Opportunity ability that changes the target to the lowest health monster. This also allows Deeplurker to attack from any position.
Water Elemental: Has Heal ability that restores the monster's health every round. Good to put at the back of the pack to block the enemy Sneak ability users.
Ice Pixie: Has Flying ability that increases evasion chance by 15% against monsters without Flying ability.

Yes. The Ice Pixie's speed and ability dodges the Sneak attacks while the other monsters dish damage. It actually went better because since Ice Pixie did a good job, Water Elemental even able to block the Sneak attacks via his Heal ability.

For this battle, I think anything else would be better. Kelya's increased speed worked out for everyone. I've been dodging attacks left and right which allowed me to get the win even if I am on the disadvantage this battle based on the number of monsters and the damage output.
