INTRODUCTION
If you've been playing since last week, you might've seen this floating thing above about the new proposal. If you're an SPS holder, you're allowed to vote for this to pass or get vetoed.
Once you click view, you'll be brought to this screen where you can see the feel of the masses along with a button to review the said proposal.

Proposal Summary
This is another attempt to handicap the botters by lowering their rewards and keep the economy moving. The main goal is to have players increase the level of their cards based on the current league they are playing.
The new minimum card level requirement can simply be explained by this table"
In other words, if you're playing on gold level, and you use common cards below level 5, your rewards for that game will be a bit less than usual. Same goes for Rare cards, Epic cards, and Legendaries.
You can still play lower level cards but your rewards would be less than usual.

Of course, this will be further lowered depending on the capture rate you're at during that battle.
That would be the summary for the new rewards proposal.
Would I be affected by this change even if I'm not using bots?
Yes. Everyone will be affected including me. However, initially, those who will not be affected with this change is those playing in Bronze or lower.
If you double check the table above, the level requirement is actually one league below meaning, if you have maxed bronze level cards, you're good to go for Silver. If you have maxed level Silver cards, you're good to go on Gold league and so on.
Bronze players won't be affected unless you use starter cards but if you don't, this change won't really affect you. This is more aimed on botters who are gatekeeping in Silver league because of the higher card drop rate than in Silver.
To keep themselves in Silver league, botters now need to put more money in the game, put more resources to their accounts in order to keep them "productive" in Silver.
How is this change good if it's going to make my rewards less?
If you're enjoying the game and really invested in the game, leveling up your cards would come naturally. As you gain cards from chests or even buying cards now to level them, you'll get your cards in higher level which makes this not a problem.
This is a good change if you're looking into the future. There are limited card rewards in the game. If botters would get less rewards, then real people would get them. Also, like what I've said, if you're still on Bronze, then it wouldn't really affect you since the minimum card level requirement is level 1.
Is this change good or bad in the short term?
This honestly, is bad in the short term. That means newer players need to invest more money if they want to get to silver. Card prices would also go up for higher level cards, both for rentals and purchasing them.
People who just reached Silver league will also get lower rewards since their deck isn't suited for Silver yet, unless they maxed it in Bronze.
Lastly, I think more bots will be in Bronze level as well after the change. I'm not sure if this is good or bad for bronze players but only time can tell.
Is this change good or bad in the long term?
It's good in the long term. People will be combining more cards meaning there would be less cards in the market which would increase prices if you hold on some.
Since there would be less botters in higher level, once you get to those silver and gold leagues, you would have better chances of getting cards and packs because there's more supply.
Skill expression is also enhanced on higher level because there's less bots and you'll fight more people. This, I think would be more enjoyable as time goes on.
I'm 100% in on the change. I'm still in bronze now because I am one of the people who can't invest too much money in the game. I try to put one or two dollars every week but that's about it. Unfortunately, my financial stability isn't there yet for me to invest five or ten dollars in the game. Once I've got our roof fixed, then I'll probably start pouring more resources in the game.
This game is very interesting and I want to get on the higher level to be honest because then, I can show more combos. It's quite limited in Bronze as you can only use their innate abilities but once I get to silver or gold, then I can probably use the cards to their most advantage.
I believe in this change and I hope it passes. However, while Splinterlands team is focused on "decreasing rewards for bots," they should remember that these type of changes can also affect real people. On that note, while there are more "penalties" in the game, I hope they do apply some rewards as well like, "If you're playing max level team in bronze, you get 20% more focus points."
These "rewards" should help encourage people to max the level of their cards on their league level, which is the main goal of this proposal. It's just annoying to see "penalty" changes almost each month. Last time, they did the penalty for starter cards and now, penalty for not maxing your card level. This is why I hope they also add "reward" changes encouraging players to do something for the changes to be balanced and not always on the negative side.
