Bolivia Tovar nació el 26 de marzo de 1901 en Cabudare, estado Lara y murió el 6 de enero de 1976 en Caracas. Sus padres fueron el General Amábilis Solaigne y Francisca Tovar. Se graduó de maestra normalista en la Escuela Normal de Mujeres de Caracas en 1925. Fue cofundadora de la Escuela Normal Nocturna en la Escuela Leopoldo Torres, Directora de Educación del estado Miranda, Presidenta de la Delegación de Educación Primaria del Municipio Iribarren, Miembro de la Comisión Asesora de Educación del Ejecutivo del estado Lara y fundadora del Centro de Mejoramiento Profesional Gratuito para Maestros. Además de ser una maestra líder, su condición humanitaria la llevó a trabajar en la Liga Anticancerosa, se preocupó por la defensa de sus colegas, escribió y publicó una Guía de estudio de técnica y práctica de la enseñanza para la formación docente-normal. Su prioridad fue siempre la capacitación de educadores que tuvieran calidad académica y pedagógica, de un personal docente idóneo, capaz y responsable. Tenía como ideario formar la niñez en condiciones óptimas y al respecto su colega Reina Carrillo Carrillo (2003) opina: *“Tuve la fortuna de ser integrante del personal docente bajo su dirección, y puedo afirmar, en honor a la verdad, que bajo su conducción los docentes aprendíamos a ser educadores disciplinados ante todo; pues ella nos orientaba, supervisaba y exigía a diario, permanente superación. Además, no permitía que se impartieran clases sin planificación previa, ni alumnos que salieran mal preparados”*. **Como distinción perenne es epónima de la Escuela de Artes y Oficios Bolivia Tovar, ubicada en la calle 18, frente a la Plaza los Ilustres, y del Grupo Escolar Bolivia Tovar, ubicado en la Ruezga Sur de Barquisimeto.** >Bolivia Tovar was born on March 26, 1901 in Cabudare, Lara state and died on January 6, 1976 in Caracas.
