Wagtail on the waterfront

This wagtail was running along the river embankment. The day was good, sunny, but not hot. She was looking for food, apparently hungry.
I tried all the time to get closer to her. But she constantly ran away from me. Ridiculously quickly touched her legs.
She quickly changed direction of movement and all the time ran in different directions. It seemed that she was not tired at all.
Only she did not linger a lot when she ran to the edge of the embankment fence and froze for a second so as not to fall.
If she found food for herself, then instantly ate it almost on the go.
It is interesting that she did not fly away, but only ran back to a safe distance if I approached her.
Sometimes wagtails are constantly in the same place and can often be seen there every time.
Apparently finding food there, they get used to one place and do not fly away.
They usually fly alone, rarely in two. I've never seen wagtails fly in flocks.
