So what you're saying is Koinos doesn't care about consensus changes and can just do things "by decree"?
I understand that's nice and easy but...that's scary crap... hard forks are way more fair than even soft forks. Some people believe it's a bad thing to even allow non-consensus soft forks.
But guess I'll listen to the podcast and double check that's what they're saying but in general upgrading without a consensus hard fork is usually a sign of stay the hell away.
I think you're concerned about non consensus hard forks where people stay with the old code and new code. That's called agency I suppose.
