One of the most prominent phenomena in the world since the end of the 20th century is a change in approach to solving social problems. In other words, the central government's uniform problem-solving approach is fading and the decentralized problem-solving approach is increasing. This means that the approach to problem solving according to the central government unilateral solution guidelines has been limited in the management of national societies, and the problem solving approach focuses on consensus based on the active participation of actors related to social problems. In other words, an important rule for resolving social problems is the 'Constitutional Choice Rule' in which actors participate in 'existing laws of collective selection or distribution' and shape the interests of society through dialogue.
The center of discussion for solving social problems shifted from 'the efficiency of achieving goals' to 'the quality of democratic management laws'. Such a change in decision-making framework shows that society adds complexity and diversity, and it is difficult to solve social problems if one agent functions superiorly and specifically. Institutional change that reflects such social change is the promotion of localization that has emerged throughout the world since the 1980s. This change has occurred in Korea since the 1990s, and is making various institutional changes due to the efforts of the central government and local government demands.
Such promotion of localization will be a convincing institutional alternative for solving modern social problems, promotion of decentralization, and the realization of regional autonomy.The potential of DAO is very large and has not yet been explored. This is determined by high standards of ethics, intelligence, knowledge and contributors. Contributors can make DAO progress from innovative energy technologies, agriculture, advice and the targeted insurance department just to name a few examples. This technology is called Blockchain or Distributed Ledger Technology. If used in the right way, which means decentralized, it can indeed change the view of our Future, into a positive one. If it is hijacked by the Government and the Company, it can only enslave us more than we already have. The real intruder in the form and function of DeFi, or Decentralized Finance, using the Blockchain, is DAO, the Decentralized Autonomous Organization. ODA, is a construction of a new economic model. DAO itself is a body formed by participants who gather around a common goal. In their final form, DAO is 100% autonomous and organizes themselves through smart contracts on the Blockchain. The purpose of DAO is to create wealth for its participants and distribute this wealth fairly through the Blockchain to each contributor. The apparent benefits are: Creation of Financial Freedom, Middleman Cutting and the absence of a pyramid-shaped leadership structure. SOO must use Blockchain to create Economy, Wealth and Welfare together in a socially conscious way. It takes a certain amount of education and courage to become a DAO member and participate in proposals and actions on voting.
