INTEGRATED DATA BASE (BDT) as a data source for BANSOS PKH

PKH (Hope Family Program) is a Government program sourced from the State Budget, Managed by the Ministry of Social Affairs of the Republic of Indonesia and assisted by the Social Service in Districts / Cities / Provinces and PKH Facilitators in each village / District.

Each Beneficiary Family (KPM) is given a "KKS Card" which functions as a printed transaction tool at the request of the Ministry of Social Affairs.

The problem is, where does the Ministry of Social Affairs get the data?

  1. First, from the Integrated Data Base (BDT) poverty taken from the BPS (Central Bureau of Statistics) census.

  2. PKH data from the Republic of Indonesia Ministry of Social Affairs (By Name By Address) descends to the city district (PKH District Social Affairs Secretariat) and then is carried out up to date data (Validation, Updates & verification) by PKH assistants in coordination with the sub-district government & village government

So, all prospective beneficiaries (KPM) of the data are sourced from the Ministry of Social Affairs Integrated Data Base (BDT) that goes to the PKH SIM. Poor people whose names are not included in PKT SIM PKH will certainly not receive PKH assistance (unless there are additional data recipients from the Republic of Indonesia Ministry of Social Affairs)

Therefore PKH facilitators coordinate with the Village / Kelurahan Government to carry out up-to-date candidates for KPM and at the same time cross out KPM who are not eligible / move / die as well as proven by KK and KTP.



THAT BECOME ATTENTION

  • First, KUOTA KPM PKH is Data by name by address of the Republic of Indonesia Ministry of Social Affairs that entered the PKH MANAGEMENT INFORMATION SYSTEM (SIM)

  • Second, from the PKH KPM Quota it always decreases with data updating, data validation and verification in the field and cannot be increased.

  • Third, PKH Recipients cannot be replaced or exchanged if there is a good name because they do not have a component, die, are able, not found.

  • Fourth, the dynamic dynamics of community development cannot be accommodated by the System, for example natural disasters occur, displacement of people entering the Village / Kel, marriage that results in new KKs who fall into the category of Prosperous, born babies of KK-Less Prosperous etc.

  • Fifth, the Village / District, District or District Governments cannot determine the QUOTA and the KPM determined by the Ministry of Social Affairs, because the KPM data by name is determined by the Indonesian Ministry of Social Affairs.

  • The six PKH recipients who entered the PKH SIM must have a component that is an absolute requirement for PKH beneficiaries, among others

  1. pregnant women
  2. toddlers
  3. school children (elementary, middle school, high school)
  4. severe disability
  5. Elderly
    in the Members of his Family

The PKH Facilitators for each village only validate and verify the "feasibility" of the KPM candidates from the data received from the Ministry of Social Affairs, because if it is not feasible then the KPM candidates will be proposed for "DICORET".
BUT ... it cannot be replaced by another KPM even though they are indeed feasible because the Data is determined by the Ministry of Social Affairs, not by the Village Government / Ex, because for the Village Government / Kel they want QUOTA KPM AS MUCH with the right Data ...

We need to convey this, so that the community understands the PKH mechanism so that it does not cause unilateral "accusations" that end in FITNAH.

Decreased "QUOTA" PKH KPM, does not mean that in the Village / Village the Poor Community Is Out ... reduced quota can be caused by components (pregnant, toddlers, school children, disabilities and the elderly), can also die, move outside the PKH area, or changes in PKH recipient mindset

Because what is desired from the Government Program is Increasing the Social Welfare of the Community, not maintaining Poverty, so that actions for RATA are not allowed.
