I was just in time to catch the news in brief today. The Philippine government rolls out the SETSCO from what I understand it's a modernized version of the very famous jeepney which is widely used in the country. It looks bigger and wider than the usual Jeep. The fare is P10.00 minimum and for students it's P8.00. I think this is an initiative of the Senate employees co-op that explains the acronym.
