This statement seems off

Maybe it’s just me.
Biden says that he feels very good about PA. That they only have the mail in ballots to count and they’ve been getting 78% of those. How does he know a specific percentage per state that are going for him? That’s weird, right?

How confident can he be that he will exceed a 318,875 vote lead in PA to win that state?
