When a movie company makes a trailer for an upcoming new movie they advertise it before so right?
Thats all you are seeing here in cases like this. Just getting the base concepts out there in preparation for the release of the movie, only the movie in this case is a world event designed to ultimately give them more power by floating these concept into the public consciousness.
Because introducing nuclear bombs before people are even exposed to regular bombs would just be sorta overwhelming, ya know?
