BTW that song is called "Wellermen" and it is a traditional Antipodean (Australian/New Zealand) whaling shanty of unknown authorship. A Wellerman was a supply ship, and the most important supplies were tea, sugar and rum. I am from Australia and New Zealand (dual nationality) and in this part of the World a "Billy" is a makeshift tea kettle, often made from a large, old tin can.
These days billys are sold in camping supply stores etc, although sometimes people still make them out of 1/2 gallon spaghetti tins and bits of old fencing wire.
