I hope so. I've bought the second An Empire Reborn (the first I got from a WR pack). Making two cards out of 1 (+ Over the Line, for example) is interesting. Maybe developers nerfed FB considering An Empire Reborn - two FBs instead of one could be buffed at the same time, this would be too much.
