Current situation around world is the exchange of energies to balance them in both hemisphere. Yes, this is related to the respective topic. I think, its will power of people who elect those who rule them.
In western hemisphere or developed nation, people tend to elect their leader to make their lives easier in term of tax, amendments, financial gains, healthcare and other aspects.
On the other hand the developing nation elect their leader to keep it up with their jobs and maintain their existing life style and expect to being new reforms aimed to uplift the nation from current situation.
Finally the underdeveloped nations or least looked after nations elect their leader based on the agenda (mostly religious) and cult they believe, i.e. most of these nation are involved in active war all the time.

Hence unless and until there is common development framework with few variations based on respective country, we will have these differences throughout the world.
