That won't happen all of a sudden. It takes centuries of snowfall that doesn't melt in the summer to build proper glaciers. Also, if glaciers are forming, the oceans won't be rising, but falling, and rather than splitting off California from the mainland and water inundating the Grand Canyon, it's more likely that California will add a lot of new coastal plains - even if it's massively shifted north or south by 'the Big One'. Glacier building is contradictory to sea level rising, because all that ice has to come from water, which means when glaciers are forming, sea level is falling.
