True, in comparison with halfing refugee, ironwings upgrade is far more useful but the fact that halfing refugee costs only 1 mana is still a big difference especially for low mana battles.

If we're talking about this perticular upgrade yes Ironwing Juggernaut with charge ability is the most useful upgrade but otherwise Thornmaw Berserker is also a nice card with Final rest ability and those
