The rewards pool is a community directed fund. It is 100% up to the stakeholders to decide what to spend it on.

Your theory is not how it actually works. Please read the posts that are referenced above to understand how @hdbstabilizer is designed and how it handles the scenario where HBD <= $1.00.

Most likely it would have the opposite effect. Typically when a coin gets added to a new exchange the price increases as there is additional demand.

The account is selling HBD to buy HIVE every day. The price on the internal market is 100% based on what buyers and sellers are trading at on the market.

No, quite the opposite actually. HBD interest actually generates more demand for HBD which drives the price of HBD up. The idea is more demand for HBD -> more ability to buy HIVE with HBD -> higher
