I am a Software Tester, currently unemployed, and I feel your story 100%. I am a rather messy person tbh but that is exactly why I love to have good structures at work and I love how simple, mighty and handy Jira is all at once.
It is just a Ticket System, but if he changed status or commented that the dedicated system is ready, you could have immediately gone to work after he was done configuring. You could have posted screenshots of your errors with the setup in the Ticket and maybe solved it quickly with DevOps instead of just doing the whole setup on your own.
Doing the 'paper work' in IT is really not a bother but a great help. Especially in times where agile is rather anti written documentation and communication, at least if you misinterpret it. But opening and sending a ticket, and writing 'done' in it after you finished your work isnt really much of a task.
