Well yes, what goes on the blockchain stays on the blockchain. The API request logs that contain other info such as your IP address (which are not part of transactions) are entirely up to the node operators

Both. Some features may be available on the desktop app but not on the webapp and vice versa due to limitations. The differences are outlined here.
