On Golos ( Steem fork ) people can choose any curation percentage inside the corridor pre-set by witnesses. By now it's from 51% to 90%. Still it didn't eliminate vote bying.

Imagine an exchange where customers have to negotiate some Solomonic price first and then everybody will have to by/sell for this fixed price...and you'll pretty much mimic our system here with fixed curation

From the $168 payout $18 would be curation rewards and probably about $100 spent for bidbots, this making about $50 netto, half of that locked in Steem Power. Minus $10 payouts might have a crucial role

Free downvotes alone wouldn't really inspire me, I'm not really interested to move rewards from Bob with his mediocre content to Alice with her mediocre at least. (And Alice might be Bobs girlfriend btw)

It's already realized on Golos, which is Steemit fork, so technically speaking it's very easy to do. However I feel some irony that the want-to-be decentralized communnity is seeking some one-size-fits-all
