Teed takes matters into his own hands as he can't take another sleepless knife-wielding night from the Imp. In most cases, harnesses are used to keep kids from straying too far. In Imp's case, it can be used to get an adult to stray a little further.

Child harnesses are not new! They can be observed in artworks from the 17th to 19th centuries on the children of aristocrats, such as Louis the XV.
Child harnesses were popular at the turn of the 20th century as newfound traffic made cities unsafe. They fell out of favor following WWII as a migration ensued to safer suburban environments.
Imp loves cats, perhaps he senses a kindred spirit in them.
