This is a scenario that is repeated, unfortunately in many parts of the world. The authorities responsible for the care of the historical heritage are usually not very competent. The best thing is to join forces on the part of the inhabitants to rescue these buildings that, well maintained, would show more of their beauty in the design, as well as being able to be useful for any function without losing the essence of their architecture.
