Exactly. The reward pool is actually a cost to them, since their stake (which they need in order to provide RCs to their players) is inflated to pay for it even though they don't use it.

The proposal is only used as a "poll". It has minimal budget (I believe required to create the proposal) and the proposal pays directly back to the @steem.dao account so no one gets any payment
