When I downvote I do so because I do not believe the rewards being paid are justified as recognizing valuable contributions to Steem. High on the list of unjustified rewards are those on posts complaining

I have and I do vote for some of those. However, I feel that usually burning rewards is the best result for Steem at this time.

Rewards vary over time so probably different time windows being looked at here.
