Think of it as a war of attrition, gradually making life harder and harder for people so that the world population naturally declines while the control noose is tightened further. In this case the goal is a total upheaval of the agricultural system replacing it with (government owned) alternatives. Control the food, control the people. So, if they stop the rain, the farmers go out of business, the land is bought by government entities and reclassified as a green spaces which means humans can't use it. All of this leads to food shortages & crazy prices, the people going hungry and the government stepping in with their pre-organised solution: robot controlled indoor vertical farms, bugs, GMOs etc. Problem, reaction, solution.

It also stops the little people like us who seek independence from the system. Without rain, growing food is a challenge. So what this does is push us to the supermarkets where we must rely on whatever we find on those shelves. Which as time goes on will be further and further removed from what real food should look like.

Finally, by stopping the rain they are able to maintain for a while longer the untrue perception that the world is getting hotter. Even here it is evident that our snow covered peaks have less snow on them than usual but this is not because it is getting hotter. On the contrary, it seems very cold today! The snow isn't there because there is no rain. But the perception of anyone who can see these snow covered mountains will be in line with the global warming rubbish. This untrue perception must be upheld as long as possible (ideally till the end of the decade) in order that the goals of the WEF and a carbon net zero future can be justified.

All of this is a lot to take in I know, so try not to focus for too long on the problem. There are plenty of solutions and there is nothing to fear.
