I don't think an executive order can remove the powers of the Federal Reserve, as federal as Federal Express. The Federal Reserve Act would have to be removed by Kongress.

I found this interesting article explaining both the 1933 first restricted the private use of gold, the The Gold Reserve Act of 1934 and the Nixon "Temporary Suspension" of the action. Good read.
